When running campaigns on the WhatsApp Business API, open rates usually hover between 85% and 95%. But that direct connection comes with a strict responsibility: Meta actively protects user inboxes from unwanted noise.
Every phone number connected to the API has a public health indicator tracked by Meta called the Quality Rating.
If your rating is High, you can safely scale your daily volume toward unlimited messages. If your rating drops to Low, your account enters a probation period that can throttle your outbound reach.
This guide explains how Meta calculates your score, how to monitor it inside Meta Business Manager, and how to quickly recover your score if it turns yellow or red.
The Three Quality States
Inside Meta Business Manager (under WhatsApp Manager → Account Tools → Phone Numbers), Meta displays your number's current quality status:
┌─────────────────────────────────────────────────────────────┐
│ WhatsApp Quality Ratings │
├─────────────────┬──────────────────┬────────────────────────┤
│ Status │ Color Indicator │ Account Impact │
├─────────────────┼──────────────────┼────────────────────────┤
│ High │ Green │ Eligible for upgrades │
│ Medium │ Yellow │ Normal operations │
│ Low (Flagged) │ Red │ Sending limits frozen │
└─────────────────┴──────────────────┴────────────────────────┘
- High (Green): The ideal state. Messages have high engagement, high read rates, and minimal blocks or spam reports.
- Medium (Yellow): An early warning sign. A noticeable fraction of recipients marked your messages as spam or blocked the number over the last 7 days.
- Low (Red): Danger zone. Negative feedback has crossed Meta's tolerance threshold. Your number enters a Flagged state.
What Actually Lowers Your Quality Score?
Meta does not read your encrypted chat contents to assign quality scores. The score is determined purely by recipient behavioral signals:
1. User Spam Reports and Blocks
When a user receives a message from a number they don't recognize, WhatsApp presents two prominent buttons: "Block" and "Report as Spam." Every time a recipient taps "Report", your quality score takes a direct hit.
2. Broadcast Frequency to Cold Contacts
Sending 3 marketing broadcasts in one week to contacts who haven't opened a message in 60 days will cause high irritation. Recipients who might tolerate one message will block you after the second or third.
3. Misleading Message Templates
Using clickbait subject lines, vague message previews, or sending promotional content through an approved "Utility" template causes recipient frustration and immediate spam flags.
4. Poor Post-Click Experience
If your message promises a discount code or an appointment booking link, but the link is broken or leads to an irrelevant page, customers report the message as scam or spam.
The 7-Day "Flagged" Probation Window
When your score drops to Low, Meta places your number in a Flagged state for 7 days:
[Quality Drops to Low]
│

[7-Day Flagged Probation Starts]
│
├─────────────────────────────────┐
▼ ▼
[Quality Recovers to Green/Yellow] [Quality Remains Low after 7 Days]
│ │
▼ ▼
[Restored to Connected] [Messaging Limit Downgraded by 1 Tier]
(Limits preserved) (e.g., Tier 2 10K drops to Tier 1 1K)
If your quality rating recovers to Medium or High before the 7 days expire, your status returns to normal with no penalty.
If quality stays Low when the 7-day clock runs out, Meta automatically cuts your daily sending limit by one tier (e.g., from 10,000 to 1,000 unique users per day). For details on tier mechanics, review our guide on WhatsApp messaging limits.
Step-by-Step Emergency Playbook: How to Recover a Red Quality Score
If your number is currently Flagged, follow these five steps immediately to restore your rating before the 7-day limit expires:
Step 1: Pause All Broad Marketing Blasts Immediately
Stop any scheduled marketing campaigns or mass promotions. Broadcasting another promotional message while in Flagged status will trigger more spam reports and guarantee a tier downgrade.
Step 2: Send ONLY High-Value Utility Messages
The fastest way to recover your rating is to dilute negative signals with positive, expected interactions:
- Order confirmations
- Appointment reminders
- Delivery tracking updates
- Authentication OTPs
Customers expect these messages and almost never report them as spam. Over 3 to 4 days, these positive signals pull your 7-day average back into the green.
Step 3: Prune Unengaged Contacts
Filter your CRM contact list. Immediately exclude:
- Any contact who has received your last 2 messages without opening them.
- Any lead older than 90 days who has not replied.
- Any contact who came from unverified third-party lead generation forms.
Step 4: Add an Opt-Out Quick Reply to Every Template
When creating or editing templates, always add a Quick Reply button:
- Button text:
"Opt-out"or"Stop Offers" - Action: When tapped, automatically tag the lead in your CRM to receive no further marketing broadcasts.
Giving users a clean way to opt out prevents them from using the native "Report as Spam" button.
Step 5: Check Agent Response Speeds
When a customer replies to your broadcast with a question, reply fast. Leaving a customer waiting 4 hours inside the WhatsApp chat leads to frustration and blocks. Use a shared team inbox with automated assignment rules to ensure inquiries are answered within minutes.
